Every proposed activity requires approved scope, authorised participants, appropriate governance, non-sensitive or otherwise approved material, evidence handling and an agreed decision owner. The listed activities are planned and approval-required; none is a statement that a trial has been conducted.
Controlled activity can inform user feedback, requirement traceability and assurance work. It cannot by itself establish operational release, independent assurance, formal authorisation or suitability for classified or OFFICIAL-SENSITIVE information.
